This problem appears because the required MSINET.OCX component is not installed.
Normally it comes with Windows, but sometimes it gets deleted or uninstalled while deleting or uninstalling other programs.

This should do the trick:

1. Down-load Msinet.zip here:
http://myips.dzoul.com/download/support/msinet.zip

2. Unzip msinet.zip and copy msinet.ocx into your WindowsSystem directory (WinntSystem32
in NT, 2000 and XP)

3. Click Start and then click Run

4. In the Open box, type 'regsvr32.exe msinet.ocx' to register the file.
